JOB DESCRIPTION:
The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of community-based organizations throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical and quality programs that positively impact youth and communities. The Agency Chief Contracting Officer (ACCO), under the direction of the General Counsel with considerable latitude for independent judgment, action, and decision making:
- In conjunction with the Office of the General Counsel, oversees the coordinating, planning, and implementation of Agency contract and procurement activities from pre-solicitation to award and registration of over 3,000 human services contracts.
- Coordinates with the Office of the General Counsel, DYCD's Program units and its human service contractors on the preparation, distribution and collection of contract and procurement documents.
- Serves as primary liaison with the Mayor's Office of Contract Services and the Comptroller's Office.
- Serves as the primary liaison with City Council Finance staff on City Council discretionary awards.
- Represents the Agency at public forums and pre-proposal conferences.
- In collaboration with the Mayor's Office of Contract Services, coordinates the Citywide Prequalification process for City Council Discretionary awards.
- Analyzes current procedures and implements strategies to streamline contract procurement workflow creating a more efficient and effective operation.
- Advises the Commissioner, General Counsel and Executive Cabinet Members on public hearings, challenges raised by contractors, and other procurement matters.
- Ensures technical specifications comply with Citywide regulations and are clearly understood by other DYCD units.
- Monitors and enforces compliance with Chapter 13 of the City Charter and the NYC Procurement Policy Board Rules.
- Oversees investigations of vendor responsibility and performance.
- Administers, in conjunction with the Human Resources Unit, training for contracting procurement staff.
- Oversees the acquisition of goods through small purchases in conjunction with DYCD's Administrative Services Unit.
- Consults with the Department of Citywide Administrative Services on the purchase of supplies, materials, and equipment.
- Oversees the development of lists of qualified bidders, the preparation and issuance of specifications for goods and services, and the negotiation of prices and terms with vendors, contractors, and suppliers for small purchases.
PREFERRED SKILLS:
- General understanding of objectives, structure and operations of a City Agency.
- Ability to perform complex tasks and to prioritize multiple projects.
- Excellent oral and written communication skills.
- Demonstrated managerial and organizational skills.
- Advanced analytical, evaluative, and objective critical thinking skills.
- Exceptional interpersonal skills and the ability to interact effectively with Administration leadership.
- Background in City procurement and contract administration, including City systems, including, but not limited to FMS and APT.
- Experience with coordinating and integrating multiple data systems that track, in whole or in part, the administration of City contracts.
- Commitment to promoting a fair and open competitive solicitation process that encourages participation from the non-profit community.
- Proficient in Microsoft Word, Excel and Outlook.
MINIMUM QUALIFICATIONS:
- A baccalaureate degree from an accredited college and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
- Education and/or experience equivalent to that described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.
SPECIAL NOTE:
Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.
